The Saudi Arabian Bureau of Standards, Metrology, and Quality (SASO) has issued an urgent notice that its certified online operating platform SABER will be mandatory from January 1, 2019.
The transition period was originally scheduled to be from January 1 to February 1, 2019, but now it has been revised to be effective from January 1, 2019. All medium and high-risk products must hold a compliance certificate issued by the SABER platform before they can be cleared at Saudi customs.
All local Saudi importers must register their company information on the SABER platform and obtain compliance certificates through the SABER platform. Starting from January 1st, they will no longer accept compliance certificates obtained through channels other than the SABER platform.
Building consumer trust in products sold in the market and ensuring fair trade between buyers and sellers are two strategic goals of the Saudi Arabian Ministry of Commerce (MoCI), which are also part of the Arab Transformation Plan 2020. To achieve these strategic goals, MoCI has implemented the "Product Safety Plan" or SALEEM.

SABER Certification Process
Phase 1: PC Certificate (Product Certificate Certification)

*The issuing agency receives the application and contacts the exporter to provide certification documents;
*The issuing institution submits the approved documents to the SABER system;
*Issue a PC certificate with a validity period of 1 year.
Phase 2: SCOC certificate (inspection certificate)
*The importer submits a SCOC application to the SABER system;
*The issuing authority confirms the validity of the PC certificate;
*Pay the SCOC certification fee;
*Issue a SCOC certificate, which is only applicable to the imported goods of that batch.
